The Department of State issued a new Worldwide Caution on January 24, 2012 to provide updated information on the continuing threat of terrorist actions and violence against U.S. citizens and interests throughout the world. For any emergencies involving U.S. citizens in Mexico, please contact the U.S. Embassy or the closest U.S. Consulate or Consular Agency. The U.S. Embassy is located in Mexico City at Paseo de la Reforma 305, Colonia Cuauhtemoc, telephone from the United States: 011-52-55-5080-2000; telephone within Mexico City: 5080-2000; telephone long distance within Mexico 01-55-5080-2000. PostSubject: Note on Worldwide Caution on January 24, 2012   Fri 27 Jan 2012, 14:01

To clarify this document, I phoned my contact at the US Embassy to inquire why Mexico and the rest of Latin America were not included. The explanation I received was that it pertained only to groups defined as "terrorists" such as Al Quaeda. The bad actors in Mexico are considered criminals--not terrorists.
